The "Highest Precedence" Rule
A product usually has multiple hazards. Maybe it's a Category 2 acute toxin (Danger) and a Category 3 skin irritant (Warning).
The label gets one signal word: the more severe one. Danger wins.

You never see both. You never see "Danger/Warning." The system picks the highest hazard present and that's what goes on the label.

"Danger Means It's Cancer"
No. Danger means at least one hazard category hits the "severe" threshold. Could be acute toxicity. And could be skin corrosion. Could be a Category 1 flammable liquid.

A carcinogen Category 2 gets Warning. Worth adding: a Category 1A carcinogen gets Danger. The word doesn't tell you what the hazard is — just how bad the worst one is.
"Warning Means It's Safe-ish"
Warning still means hazardous. Category 3 acute toxicity can kill you if you drink enough. Category 2 skin irritation can cause permanent damage with repeated exposure.
Warning = handle with respect, follow precautions. Not no big deal.
"No Signal Word = Non-Hazardous"
Wrong. Some Category 5 classifications carry hazard statements but no signal word. Some hazards (like "Hazardous to the Aquatic Environment") never trigger a signal word at all.

"The SDS Section 2 Tells Me the Signal Word"

SDSs are written by the manufacturer. Labels are too — but labels are what workers actually see in the moment. If the SDS says Danger and the label says Warning, the label is wrong. Or the SDS is. One of them needs fixing.

"Consumer Products Follow the Same Rules"
They don't. Not in the U.S.
Consumer products fall under the FHSA (Federal Hazardous Substances Act) and CPSC regulations. They use "Danger," "Warning," and "Caution" — three tiers, not two. And the criteria are different.
A cleaning spray at Home Depot might say Caution. The same chemical in an industrial drum says Warning. Same hazard. Different regulatory universe.

Practical Tips / What Actually Works
Train on the Word, Not Just the Pictograms
Pictograms are great. But they're small. Plus, they fade. They get scratched off.
